[NLRS] use of 144.200 in contests

There was a lot of mumbling - and grumbling - during and after the 
September contest about a station using 144.200 to call CQ endlessly.  
Good etiquette - and good contesting practice - is to occasionally use 
.200 for a SHORT CQ when the band is slow, and announce a frequency 5 to 
25KHz up or down where you will take calls - and where you are doing 
your main CQing.

If you are looking south and east of MSP, you're not going to find what 
you want on .200;  you need to get 20KHz away.  And if you are looking 
west and north, you are only cultivating bad practice by making people 
think they can find stuff by just leaving the radio on .200 all weekend.

And yes, this applies to CW also!  Don't hog the frequency, and please 
encourage others to do likewise.
