[NLRS] An idea for an NLRS beacon network

Uhhh, isn't 50.0 - 50.1 reserved for CW ONLY ?  NO data, no RTTY, no anything 
EXCEPT CW ?  (Likewise, 144.0 -144.1)
PSK31 isn't CW, so how do they get away with QSOs and PSK31/WSPR/etc. beacons 
there ?  Yeah, its the "beacon band," but its NOT CW.

§ 97.305 Authorized emission types
(a) Except as specified elsewhere in this part, an amateur station may transmit 
a CW emission on any frequency authorized to the control operator.
