[NLRS] Elevation rotators for small stuff

The loss of LMR400 or LMR400UF is enough lower than that for UT-141 to 
allow for a slightly flexible coax to the feed. Otherwise it ought to be 
very practical to mount TR relay, PA and preamp at the feed with longer 
cables to the transverter on the turntable. They do make lazy susan 
bearings rate to hold 900 or 1000 pounds these days for less than $20 
though at Rockler they will be more expensive.
