[NLRS] 10 GHz & Up Log Submissions deadline (10/??)

That error has to be the case, updating the year, but neglecting to
update the log submission date, though maybe since VHF and 10G+ contests
were a week later on the calendar than last year (last day of 10G+ was
Sept 16) that the coordination of those contests may have taken over and
the submission date wasn't corrected. Anyway paragraph 6.1 of ARRL
General Rules for ALL ARRL Contests says:
> 6.1. Entries must be sent to the ARRL within 30 days after the end of

Enough said.

I watched my log get hand postmarked this morning at the post office. 
Going  to MUD I wouldn't have had more time to work on the contest entry 
anyway.
