[NLRS] [Rmg] 10 GHz & Up Log Submissions deadline (10/15) and link to logging spreadsheet

Thanks for the reminder, Jim.

For some reason, the ARRL did not give us a full month or even a full 4 
weeks from the end of the contest to submit logs this time. In fact, the 
log from the 10 GHz & Up Contest is due BEFORE the log from the September 
VHF Contest, even though the VHF contest was the week before the second 
weekend of the 10G contest. Rules, rules, the devil is in the details...
