It is unlikely to be a CB amp, not with an old 6-pin large base tube
socket, no substantial high voltage supply, and with a latching relay.
It looked like the AC cord is wired to a cheap 2-pin AC outlet circa
1960-1970, but I'm not sure if the relay controls AC to the socket or
not.
Really need to know more about the circuit behind the tube base. Also,
I don't see a transformer anywhere, unless it is hidden behind the
relay. So the tube socket may have just be convenient terminal
connections for mounting components.
Off hand I can't think of anything useful in the shack that would
require RF sensing to operate a latching relay. If it wasn't a
latching relay it could have been some sort of RF sensed switch for
keying an external something.... I suppose if you looked through some
old 40's and 50's Handbooks, you might find something it could be....
So Earl, why did you even find this video to look at? Or is this just
a tease to see if anyone is willing to spend time watching such a poor
video and worthless description of an old piece of homebrew hardware?
73, Doug.
