[NLRS] Link -- New phase-modulation WWVB signal

There is a status page on the WWVB web site that shows the 
quality of the received signal at 4 monitoring locations. 
One of them is La Crosse. I notice that the signal has 
been unreadable there quite often lately.  Its been fine 
at the other locations, though.


My watch has been rather flakey about setting itself since 
about the holidays and I find a rough correlation between 
it not setting and unreadable signals in La Crosse even 
though I'm about as far from La Crosse as I am from Ft. 
Collins.
