[NLRS] Link -- New phase-modulation WWVB signal

I miss-typed that, obviously the UTC clock does not change to daylight
savings time. But they both drift around now. The presence of the
"Tower Logo" on the screen indicates they are receiving the WWVB signal,
but obviously they are not able to lock correctly.
