According to the NIST website they have be transmitting this way since Oct 29, 2012. And they have been including two 30 minute periods per day where the PM modulation was turned off. Those 1/2 hour periods are due to end on March 21.

WWVB signal levels are much lower here in MN lately. I have a receiver
with active probe antenna up on the tower that I monitor it with and it's
typically S5 to S7 on this receiver but in the past month it hasn't even
been moving the meter (at least when I've been looking at it).
I have three WWVB clocks and two of them made the DST changeover correctly
last Sunday but one did not (and still has not).
I think signal level, ambient noise and quality of receiver design all
conspire together to decide our fate here.
