[NLRS] Proposed "Local Activity Hours" For June VHF Contest next weekend

I've heard from several "locals" who've suggested that we establish
"activity hours" for those who have limited time available. So, rather than
listen for the full 33 hours (1 PM Saturday until 10 PM Sunday), you can
"tune-in" on the action during these time periods:

-        Saturday 1 - 3 PM at the start of the contest

-        Saturday 7 - 10 PM when propagation usually picks up

-        Sunday 7 - 10 PM at the end of the contest
