[NLRS] Dakota tropo

The tropo is still very strong, seeing the KA0EWQ 2 m beacon from EN15 very
strong now, as well as the NT0V 432 beacon in EN08.  UHF TV from Fargo has
faded down but Grand Forks channels are still very strong

Lots of radar false returns for the weather radars west of the Twin Cities
and into the Dakotas this morning.  The Hepburn tropo index
http://www.dxinfocentre.com/tropo.html shows extreme red (good !) over
eastern SD at 1800 utc today.  Its not a large area, but what is there looks
intense.  Good chance for Nebraska to VE4 propagation.
