[NLRS] Heads Up ! Strong Tropo this morning in Red River Valley again

Heads Up This is the second day in a row for this. This is just a valley
event, seeing strong UHF TV from Grand Forks and Fargo.  I was hearing the
2m beacon from Johnson MN, but not very strong. Not seeing any weather radar
ground clutter east or west of the valley.  As this system moves east today,
maybe there will be something into MSP or just between K0AWU and MSP

I have not looked at Hepburn today but this seems to follow from earlier
predictions
