I know of at least one CM who does not mind doing 10 to 20 piece small jobs.
I wonder how big of run it would take to make it practical to do a stencil 
and have a small run CM
run the hard to hand place parts through their pick and place and oven 
lines.   Might be practical
if a big enough group can be found for each project.
