[NLRS] N4PZ/b's pointed towards NLRS-land

Got a phone call from Steve N4PZ. Says he has some beacons pointed our
way.

First, 1296 is 8 watts to a loop yagi running 24 hours a day for the
next two weeks.
1296.274 +/-

Second is 432.278 +/- running 100w (for now) 6am-9am local and 6pm-11pm
local.

Third is 28.278.

He'd like some QSL reports. So if you have equipment on those bands,
please look towards EN52gb and report what you hear.
