Dave, 

Yes, correct.  Rick is stating the GMRS would be licensed and would talk to
the FRS stations as a high powered fixed station.  High power GMRS is
limited to 50 watts at the radio. 5 watts interstitial. Max antenna height
200' or 20' above the structure for fix antenna.  I am watering down the
reqs but for the purposes that Rick is proposing someone with a GMRS
handheld and a directional hand antenna sitting in the IDS could be a Big
Gun making contacts to the FRS radios.  As I said my only interest in this
would be to generate a new excitement among kids that have FRS or there
parents FRS radios to pull them away from the xbox/playstation mind numbing
shoot'em up paramilitary babysitters and provide a real certificate for
their efforts.

I believe a license is required for the GMRS higher power stuff....    like 
ZA service..
