[NLRS] Local tropo

The 10 GHz beacon was very strong this morning along with NT0Vs 2 & 432
beacon but it appeared to be pretty local.  10 GHz rainscatter is available
to MPLS right now...big storm in EN18 with tops of 63 kft

Hopefully the prediction holds up. It has been poor all day on 6 and 2
but will be up early Sunday morning pointed SE from EN19.

Hepburn showing very strong tropo map for tomorrow albeit it does not
look to extend far.   Might be a very good shot from the Twin Cites to
the northwest .... NT0V ?
