[NLRS] ARRL Asks Members to Write in Opposition to HR 607

In the last year the FCC has authorized video surveillance equipment in 
the 430 to 450 range for police departments. Despite the interference to 
and from repeaters and Pave Paws. And 440 repeaters near Pave Paws have 
been drastically restricted in power in the past year or two. The FCC 
hasn't shown diligence in managing this spectrum and congress needs lots 
of help to not do a lot worse. While Pave Paws and our SSB/CW activity 
believe in long range propagation, the regulators still think of UHF as 
usable no further than you can see.
