[NLRS] W9ZIH heard STL 10Ghz beacon

Interesting. When I worked Ron in the VHF Sweepstakes a couple
weekends ago, he said he'd been trying to hear the SLAMS beacon for a
couple months with no results. Good to know there was some "precip
scatter" going on!

I myself wasn't about to go anywhere to try to hear it. The roads were
almost impassable here at that time and still are.
