[NLRS] States Above 50 Mhz Awards reminder

Don't forget....only until the end of the month left to accumulate more
activity for the Central States "States/provinces Above" certificate....
This year will likely see more reported activity now that we have 
actually seen some e's, auroa, and tropo to work with.....

See the CSVHFS website for details and send your logs/summary to
me...  30 "states above" 50 MHZ will earn certificates...top three logs will
be rewarded with plaques.....
