[NLRS] WSPR (Weak signal prop reporter)

I can  attest to this.. havin fun with the mode off and on for a few 
months. there really needs to be some stations set up on 6 meters and up 
too watch for E's or tropo.

my 1/2watt 20 meter made it to DK5MB JN68bi, F5VJC IN98en and TF3HZ 
HP94ad today,  plus lots of stateside..

heard the Netherlands with a claimed output of .002 watts. heard Austria 
and Australia..with less than 5 watts output. This was with a 10mhz 
dipole at 15 feet.
