Hi James -
Lets focus on just the SO discussion first, which is what we have been tasked to discuss. Single Operator is the most popular operating category in VHF+ contesting by a very large margin. How any change here may impact the limited rover category is the second bridge that we can discuss before crossing it. Lets not let the rover rules wag what we want to do for the SO rules - SO and rover rules can be independent of each other if need be.
To directly answer you question, no, the VUAC has not (yet) discussed the impact of any changes to the SO rules on the rover rules, but I believe that our design intent is to have no, or very little, impact to them. We are not tasked to investigate changes to the rover rules. There is no end run on the rover rules. If Proposal C is the one that we want to move forward with, then we will indeed have to face the question that you ask - is the Limited Rover set to Stock class or Low Power class (both of which represents a change), or do we simply define a limited rover power level here that is the same as it is now so there is no impact. This is a bridge we can cross when we get there.
Again, lets see if we can get some direction on the SO rules first. Do you have a preference on which Proposal you support?
