[NLRS] Tropo !

Well, it didn't happen. Hepburn predicted a big opening but I was unable to
work anyone on 10 GHz and 2m sounded so-so. I did work K8TQK on 2m but he
wasn't as loud as I've heard him in the past.
I did hear the K3SIW beacon on 2304 this morning though. First time I've
heard it in a long time. It was only S1 or so.
