General Rules for ARRL Contests on Bands Above 50 MHz
1.10.While no minimum distance is specified for contacts, equipment should be 
capable of communications at a range of at least 1 km.

5. Miscellaneous:
5.4. Contacts must be made over a minimum distance of 1 km.
