Remember General VHF Rule 1.10 that states "While no minimum distance is
specified for contacts, equipment should be capable of communications at a
range of at least 1 km.". This rule does not prevent shouting distance
contacts, but it does prevent those types of contacts if the equipment is
not capable of working at distances longer than shouting distance (assuming
one cannot shout past 1 km). In theory rule 1.10 makes the equipment
requirements something more than trivial - the equipment has to be able to
communicate at a distance of at least 1 km in order for it to be usable for
contest contacts - actual contest contacts can be less than 1 km.
