[NLRS] Another guy on 10 GHz

I finished tuning up (thanks again to WA2VOI for loaning me his weak 
signal source!!) a new kit built DEMI 10 GHz transverter for my friend, 
AI9Z.    Joe built the unit and lives in EN46no, also known as Ashland, 
WI, so shortly, we should have an additional signal coming from up 
North!  It is the basic 10 mW unit and Joe is busy building the 2-3W 
DEMI amp right now.  I will help him with that when he comes down to 
visit on the 24th of April. I'm not sure we will have everything done 
before SBMS, but he should definitely be ready for the June VHF contest 
and any after that :)
