Scott,

the tee on its own is not enough.  Not only are the coax lengths 
significant, but also the characteristic impedance of the coax sections is 
important too.  The "phasing sections" that come away from the splitter 
need to transform the combined impedance of the two antennas back to 
(probably) 50 Ohms at the junction.
