[NLRS] TE 1410G 2m amp question

I have a TE 1410G 2m amplifier that I bought used some time back.  I  have 
never cracked the cover on it, and it works "OK".  However, one of its  quirks 
is that it seems to draw a lot of +12 vdc power when driven with normal  RF 
input levels.   For example, at 10 watts in it produces 140 watts  out, but the 
current drain is about 40 amps.  This seems way high and yes,  it will run hot. 
 Any thoughts as to why this amp is doing this ?  Is  this a bias issue or 
normal for this amp ?  It doesn't seem to be an  RF drive issue because lesser 
RF drive levels produces less output in a linear  fashion, but the current 
stays pretty high.  I thought about maybe an  oscillation but with no input power, 
just PTT activated, it behaves and 12 vdc  current is normal (low).  I have 
never had any comment about bad audio with  it.  
 
Any suggestions appreciated.
