[NLRS] VUAC input: EME & Rover contest rules - response

Hi Jon and thanks for your participation in the advisory committee.

1. I'm not active in the EME contests (yet) so I don't have any value-add on
this question.

2. In my original "limited-rover" proposal (@ the Bloomington Central
States) I recommended the 4 lower bands (for the VHF contests) based on two
reasons:
	- Many of the current multiband transceivers already had 6, 2 and
0.7 meter capability. Adding 1.25 meter capability while not "turn-key"
presented a reasonable cost and complexity challenge to get rover newbie's
introduced to transverters.

	- Leveling the playing field for "entry-level" rovers would
encourage more folks to give it a try without having to compete head on with
the multi-band, mega-watt rovers. In my opinion, the microwave bands don't
satisfy the limited-rover KISS objective and they skew the contest scoring
for this rover class.
