Hi Jeff.
Does he want to build something ?  The largest 2m "Cheap Yagi" (6 el, ~8-9 dB gain) will cost maybe $10 if he's a good 
scrounger but has to buy a quart of outdoor spar varnish.  See www.wa5vjb.com, then downloads, then Cheap yagi.
Maybe two evenings, if he uses two coats of varnish.
