[NLRS] NLRS 2008 ARRL donations

Hello NLRS land.  I recently received two  certificates from the ARRL.  One 
certificate documents our club's donation  to the ARRL's 2008 Spectrum Defense 
Fund while the second one certifies our  club donation to the ARRL's Education 
& Technology Fund.  I scanned  both certificates and have forward a copy to 
W0JT for inclusion into our NLRS  website.
