[NLRS] CSVHFS "States Abov" certificates in the mail

The first round of certificates for those who completed 30 band states
or more were put in the mail earlier this week.   You should be getting
yours by the end of the week.  The winner's plaques are also in the
mail.....  Congratulations to K8TQK (Bob Mathews); W4WA (Ron Hooper);
and K0AWU (Bill Davis) for this year's 1-2-3 finish

If you haven't yet sent in your logs, please do so as the second
mailing will be made soon...  It's not too late...  Paper or electronic
logs are OK...

Hopefully, you've been operating during the July & early August tropo and
E's
season.....  Several great openings (several have worked Europe) .....
a great start on the 2008-2009 States Above award....
