[NLRS] New Technology in Town

My impressions are:
1) The CURRENT repeater spectrum is not fully utilized (ie, lots of 
quiet repeaters). Does the repeater management group have a way to 
categorize under utilized repeater pairs and to potentially reassign 
them for higher usage ?
2) If D-Star is such a great technology (and it MAY be) it should be 
replacing the current repeaters in some kind of a phase-in/phase-out 
concept whether its actually planned that way or it gets driven because 
its superior technology,
3) We need to maintain (some ?) FM simplex frequencies, and
4) We really don't need more 2m FM repeaters ... coverage is great and 
they are under utilized now.

I would also say that there is pain in moving any operations, whether 
that is a known repeater pair or a known simplex frequency, so the move 
should have value to all, or at a minimum, most all.
