[NLRS] TR751 + transverter

Great minds think alike.   I did the  same as Donn .... opened up the rig and 
cut the wire that runs to the HI/LO  power button on the front panel as LO is 
the default mode and HI is activated by  the HI/LO button pulling the line to 
ground.  Cutting the wire leaves it  floating and assures that your always in 
LO power mode.  VR3 should then  adjust the power level.   Its located on the 
power assy board on the  far back of the radio, right side.
