[NLRS] New EME contest rules

The new ARRL EME contest rules have been posted at

.   Although the NLRS is not exactly hip deep in EMEer's, I know  that some 
of you are interested.   The updated rules represents  output from the recently 
formed ARRL's VHF/UHF Advisory Committee (VUAC) of  which I am your Dakota 
Div. representative.  The VUAC's input was  forward to the ARRL's Membership 
committee who had final approval  for rule changes .... the VUAC is an advisory 
group only.   As  your VUAC rep, I am (always) interested in any 
input/comments/questions that you  may have.  For the EME contest, most of the changes have 
come about due to  changing technologies .... real time Internet usage as well 
as DSP technologies  that compete with traditional analog modes.  Throw in 
some very strong  traditions with some "new way of doing things", and it was an 
interesting  process.
