[NLRS] LCRs for 2006 Sept ARRL

Thanks for the 'heads up' from Vince and Nice Report for Matt.

I had a dupe that I knew about, but left it in and find that I was NOT 
penalized for it, a first "personal" confirmation to that part of the 
process working properly (and I had NOT counted the dupe in my 
claimed).

My "bad" was a Not-In-Log where MY log has that I worked the station 
on 144 and a few minutes later on 50. No "ding" for the 144 QSO (so 
THAT must have been IN the other station's log) but, apparently, the 
other station must not have thought we made it on 50 (or perhaps it 
was mis-recorded) as the QSO on 50 is listed as a NIL for me.

When I can find the time, I'll do a "bang" of the claimed scores that 
were released for the electronically received logs (I have 461 of 
them) versus the Scores Database and see what kind of score changes 
can be identified. I'm also curious if anyone sees anything that looks 
like a systematic problem...like the few that were identified in the 
June LCRs.
