[NLRS] NLRS web site updates

Many of the long-overdue updates to the NLRS web site have been 
implemented as of today.

Still missing are the calendars for the current year, even though we are 
already into our second month of the year (ouch!). Since I don't care 
much about the Super Duper Bowl (I'm being careful to avoid using the 
trademarked name so the NFL doesn't send me a bill for royalties), I 
might find some time on Sunday to get that taken care of, along with 
some other overdue items.

I found a lot of outdated stuff that was brought up to date, a few 
broken links that were fixed, some additional ARRL Contest Results that 
weren't available at the last update which are now updated, etc.

There is also a new RoverMania page that gathers together all of the 
RoverMania info and related stuff, such as the Limited Rover Category 
Award that has been created by NLRS.

(Yes, UPPER CASE vs. lower case **DOES** matter!)

As usual, there is an edit log that shows all the gritty details.

Look for some more sweeping changes to the web site to make it better 
organized, faster loading, and accessible on browsers with limited 
screen size such as cell phones and PDA's at some time in the future.
