Hi Ed.   

To your question, the answer is yes. Have some new plans ?
 
The Unlimited Class is sort of an experimenters class ... an open class if  
you like that better .... to be able to try and do new things, so the rules are 
 a bit more wide open.  For one example it also opens up the  
bus/rover/multi-op possibility.   It allows those who live in low  activity areas to perfect 
grid circling (if they so wish to do so).  There  are probably other ideas we 
have not thought about yet !  However, because  the class is more wide open, 
it was the VUACs intent to not allow Unlimited  Rovers scores in club aggregate 
scoring .... Rover and Limited Rover class  scores would/could count, but not 
Unlimited Rovers scores.   Somewhere  between what the VUAC proposed and what 
was published in the updated General VHF  rules this got lost.   

The VUAC also recommend that rover APRS  data may be used by all stations, 
not just multi-ops.   Also, the  update rules are a little confusing about the 
family rule when you read 2.3.1  and 2.3.2 ... the VUACs intent is that the 
family rule is allowed for  rovers.

There is discussion going on within the VUAC to understand if  there was a 
translation error or if these final changes we see in the rules were  
adjustments made post-VUAC.   As an volunteer advisory group our input  is not the rule 
and could be subject to change.  Hopefully we will have  more information 
about all of this in the next few days to come.
