Yes, in general.  The Tiny Tracker system transmits a MIC
(http://www.tapr.org/kits_mic-e.html) packet that can also hold a status
like "in service" or "out of service" and also a character that produces an
icon on maps.  Generally this is set to the type of system like a truck or a
car or a tower, etc.  I would recommend if the rules are changed to allow
APRS, specify that no additional dynamic data -- that is data that changes
over the course of the contest -- be broadcast.  As a practical matter, few
hams use the "in service" type of data, but it is often broadcast and never
changes.  You could also stipulate no additional "contest related"
information.

If the VHF contest rules were changed to allow rovers to use APRS, can the
current APRS systems be configured by each rover so that they only send
their call sign and their GPS based lat/long (location) and NO other data ?
