[NLRS] More on sequencers

Thanks for all the comments regarding IF rigs and sequencing.  It was my
intention to open up a discussion to see how others were accomplishing
this.

Personally, I have no problems with modifying the IF rig and adding
the neccessary controls so that it does not produce RF (in any mode)
until some external enable goes true.  But I know this is not always
practical for everyone to do.

I also know that a lot of folks don't worry about this and just switch the
IF rig and the next stage in and out of transmit "together".  I think
more often than not, this just works...  however I still think there
is some risk there and for reliabilty reasons would choose not to do it
this way myself.

On my own FT-736, I have found a single common point in the TX control
circuit where adding one ~600uF capacitor created an RC delay of roughly
250 mS that holds off the RF on all band modules, in all modes (FM,
CW, VOX, etc) and this is how I run that rig with external preamps
and poweramps.

But it gets harder and harder to make these kinds of internal mods to
newer rigs so it is encouraging to know that the FT-817 or some TenTec
rigs have a TX inhibit function which appears to be a workable solution
to this problem.
