I'm pretty sure that "1.3" will be rejected for 1296 contacts...as I 
understand ONLY "1.2" is allowed/accepted for contacts on the 23cm band..

This caused a big "discussion" (trying to find a "polite" term for it) on 
the VHF Contest Reflector (and other places), when the "Robot" was updated, 
AFTER the September 2005 contest entry period was over, so "just in time" 
for January 2006. The "changes" had been "published" for quite some time but 
the Robot had not been "enforcing" them UNTIL this update. I believe the 
Robot was actually still accepting "letter" designations for the band which 
were supposed to have been "blocked" MANY years prior. It sure *seems* it 
would be easy enough to have some flexibility in band designations (e.g. 902 
OR 903, 1.2 OR 1.3 or even 1296 for THAT matter) but where does the line get 
drawn?

So WHO is it that wants to become Contest Managerr at ARRL HQ? (Now that Dan 
is moving on.)
