[NLRS] rainscatter maps

Wally,

What screen resolution are you using?  800x600?  The NWS eliminated the 
old "black" maps, but I just posted a new version that works with the 
new format:

I'm taking this as an opportunity to clean up the code and add in some 
new features.  I might see if I can come up with a layout that will work 
in a smaller screen resolution using some tabbed panes or something.  
Now's a good time to submit your ideas...I'll be having periodic minor 
updates as I get to them.
