Here is a most interesting link about propagation studies.  Stanford researchers are drawing a direct connect between lightning, distant stars spewing Gamma rays, and other interesting effects on the ionosphere.  Whatdoesitallmean?

Their study appears to be focused on using VLF, but the precipitating effects may clearly influence VHF/UHF/SHF as well.
