[NLRS] Morse dropped from U.S. amateur licenses

Well, While I may not agree to this if the hams that join the HF ranks are 
as plesant there as they are on 6 meter as a rule there should be nothing to 
worry about.  I guess time will tell though.  By this summer we will know 
how well it is going.
