[NLRS] Special Event Annual Minnesota City Days 50 MHz too

The Winona ARC is operating a special event station on Saturday May 21 from
1600Z to 2200Z from EN44.  In addition to the HF operation they will also have
6M operating at 50.130.  Kinda short notice but spread the word get on six if
you have a minute tomorrow.  Typically an awesome certificate too!  Details at
