[NLRS] 432 Beacon

The crystal for my new beacon should be here next week.  Hopefully it 
will be on the air early to mid-April.  The frequency will be 432.324 
MHz.  It will be in EN45.  Power will be between 150 and 200 mW.  
Antenna will initially probably be a dipole, with a HoLoop at a later time.
