[NLRS] N0WE Rover

This will be a maiden voyage for a new rover station. Just about everything
is new or at least different from what I had before. My plans Saturady will
be the 4 corner by St Charles and then maybe just find a good location in
EN44 and stay there. Hopefully I will be able to spend some time operating
and not a lot of time fixing. I will have 6, 2, 70cm, 222 and 1296.
