[NLRS] rainscatter

Anybody know how to make rainscatter work in a drought?  Actually it is
hot here again today and some storm clouds are beginning to build over
the Black Hills.  I will be watching to see if they move east or south.
Last night conditions looked good but my gear was not togeather.  I am
just now finishing up some mods to the gear and should be ready to play
later this afternoon.  Keeping my fingers crossed....
