Rich,
This would be really tough for the rovers to coordinate a plan in advance as
conditions and other ops having the freq definitely cause an issue. How
about having a "rover frequency range" where the rovers stay inside that
range if at all possible. For example 7.025-7.100 and 14.025-14.100 for CW
and maybe 7.175-7.225 and 14.175-14.225 for phone. We may want to consider
a freq range for 80M aswell. That way folks will quickly learn that there
is a good chance to run into rovers in that range throughout the entire
contest. This eliminates the need for strict timelines for the mobiles as
they often run into issues where keeping a schedule may not be possible.
Of course, this will be tough during crowded conditions. I have found
during the course of a contest, everyone quickly learns who the rovers are.
Having a place to keep checking back to would make things quite a bit easier
for those trying to keep track of all the rovers.
