[NLRS] 10Ghz logging time format

That's not right the last three years have been in UTC or Zulu. All of there
contests have been in UTC. The only thing is when you read the rules for
10GHZ and up. it Says contest start at 6:00am Local time Sat to 12:00 pm
local time Sunday. that it ????. Dave N0KP

The rules put the contest times in Local time, so that should be used.

My question is do you want the time in Local or UTC?
Some of us kept our log in local and some in UTC. We want to send them
in with the same time format to make it easier on the log checker
