[NLRS] NLRS Trans Minnesota Overland Expedition OPS PLAN available

Hello 10 Giggers in the region:

We had a good meeting on Monday night at my house to clearly describe
what we intend to do this coming weekend in the 10GHz contest.  Thanks
go to WB0LJC for his drive throughout the year.  Also to W0ZQ for some
of his clarifying recently.  The breakfasts and coffees over the past
few months covered all the debate so that by our meeting, we didn't
need to decide what to do but rather state clearly what we've decided.
Twelve gents showed up.  Since not all of the players could attend,
I've drawn up an OPS PLAN that should be helpful to those who could
not attend yet intend to take active part in the cross Minnesota
operations.  Others in the region, while not directed or limited by
the plan may find some nuggets in the plan that might be helpful.

Sure, our numbers of participants are down this year but we still vow
to have a GOOD time!

If you find corrections--particularly in the cellphone section--email
me and I'll generate Version 1.1 and replace the document but leave
the links the same.
